How to File Rules & Notices

Important Update Regarding Filings

The Department of State has filed emergency rules that allow for electronic submission of signed rule filings, notices of rulemaking hearings, withdrawals, and stays. According to the rules 1360-01-01, 1360-01-02, and 1360-01-03, we will now accept three (3) original forms documents with original signatures in hard copy or a single PDF copy of the signed original form. Signatures may be affixed electronically. Notarization or certification of signatures is no longer required. Electronic filings should be emailed to publications.information@tn.gov. We still require a Word document of the forms, and the Word document must be transmitted by email to the same email address as above.

Download and fill out the appropriate form then print copies of rules or 3 copies of hearing notices. Attach an additional redlined copy of rule amendments per Public Chapter 741 (2008) and Public Chapter 566 (2009). Copies of the entire rule chapter are no longer necessary. 2. Get the appropriate signatures on all copies, then submit to the Attorney General’s Office for review.

Once a signed copy is returned from the Attorney General's office, submit all copies and a digital file on CD to:

4. A signed copy will be returned to your agency.
5. Upon receipt and acceptance of the filing, the Division of Publications will determine the effective date.
