Who is APD?
The Administrative Procedures Division (APD) is a division of the office of the Secretary of State and functions under the Legislative branch of state government. APD provides judges to conduct administrative hearings and mediations for government agencies and citizens. APD schedules an average of 8,100 hearings, mediations, and prehearing conferences each year. These hearings can be held in person, by video, or over the phone.
